PROFILE

    Career summary:
    Experience of over twenty years as a consultant and manager in the health care field.  Was at a time responsible for the health care practice of a major international consulting firm (Coopers & Lybrand).  Has been a senior manager for the Quebec Department of health and since 1991, has been working as an international management consultant in the health care field in Morocco, Burkina Faso, Benin, Haïti and Laos.  Prior to 1991, also worked as a consultant in Algeria.

    Main accomplishments:
    1995:   Conducted a management audit of two university teaching hospital in Morocco and managed a team of consultants made of local and canadian analysts.  Funding: World Bank.

    1991: Acted as director of the finance services of a Quebec regional hospital with a view to balance the budget which showed a deficit of 1,2M$ per year.

    1988: For a private organization, developped a global concept of services for elderly people.  This concept was implemented in 1987-88 in Montreal, Canada and the main features were the following:
    -  a residence with services for 300 elderly people;
    -  a physical link with an adjacent hospital;
    -  a physical link with a community center.

    1987: Prepared a diagnostic study of the Moroccan Health System, thereafter, presented a proposal to the Deparment of Health of Morocco.  Funding:  World Bank.

    1986: Acted as general director in a hospital undergoing major renovation changes.  The specific request was to bring the construction contracts to an end according to previously established schedule and costs.

    1972-1976: For the Quebec Deparment of Health Canada:
    - coordinated a working committee on group purchasing of goods  and services;
    - coordinated a working committee on emergency health services  in the Province of Québec;
    - coordinated the work of an action team to implement  standardized organizational structures for different types and  different sizes of hospitals.
