PROFILE

    Bob Hardy has twenty-five years of experience in international development centered on the design and realization of leading development plans, including urban rehabilitation programs and conservation of architectural heritage.
    His experience also includes rural development programs bearing on the laying-out of new villages and construction of economic rural housing with collective facilities always using local building materials and appropriate technologies.
    This experience was acquired during long term stays in North Africa, West Africa and the Far East on behalf of the United Nations, the World Bank and of CIDA.  For six years, he was employed at the World Office of the United Nations dealing with Human Settlements (UNCHS-Habitat), in Kenya as geographical responsible for technical cooperation programs.

1970-1971, Service d'Urbanisme de la Ville de Québec

    Architect at the City of Québec Housing and Town Planning Department, participation as a junior architect in various local area planning exercises and design of public low-cost housing schemes.

    Bob Hardy, architect, executes a mandate for the Swiss Red Cross with the cooperation fo the Health Ministry bearing on the analysis of dispensaries operation and of small hospitals in rural areas, analysis of disparities, definition of program standards and the clarification of a rehabilitation concept subject to the existing reality and the specific needs of each region

    Urban project manager
    Chief Technical Adviser (CTA) having responsibility for the management and technical and administrative follow-up of urban projects in the Lao PDR for three UN Agencies:  UNDP, UNCHS (Habitat) and UNCDF.  These projects covered: 
     inner city upgrading in the Sihom area of the capital, Vientiane;
     town planning of the heritage city of Luang Prabang, including regulatory framework for urban heritage conservation and;

    Chief Technical Adviser for UNCHS (Habitat) having responsibility for the management and technical follow-up of a pilot integrated rural infrastructure development program in Viet-Nam.  The project covered the construction of feeder roads, social infrastructure buildings (schools, hospitals, markets, community centres, etc.), water supply and sanitation and community planning and design.     Technical Cooperation Division, Asia and Pacific Unit (TCD/III), UNCHS (Habitat) Headquarters.  Area officer for South-East Asia.  Responsible for technical cooperation projects identification, formulation and appraisal, and technical supervision and baskstopping of field projects in Lao PDR, Pakistan, Singapore, Thailand, Viet-Nam and South Pacific islands.  Average amount of projects portfolio:  US $ 18, M

    Architect-Planner responsible for the planning and implementation of two infrastructure improvement programs in two main cities of the country:  Ouagadougou and Bobo-Dioulasso.  These upgrading and site and services schemes (subdivisions, roads, water supply and drainage) covered more than 15,000 new and rehabilitated urban plots.  1st World Bank Urban Development Project in Burkina Faso, funding:  US $ 8, M  (Credit 766-UV)

    Chief Technical Adviser (combined with above) for a UNCDF funded, UNCHS (Habitat) assisted, pilot infrastructure development program in three secondary towns of Burkina Faso:  Gaoua, Fada N'Gourma and Leo.  Work included urban planning, design of subdivision plans and construction of roads and drainage with community participation.  U.N. funding:  US $ 1,5 M  (Project:  UPV/78/102)

    1979-1981, Daloa (Ivory Coast)

    Architect in charge of the Technical Antenna of the "FRAR" program.  The antenna provided technical support for the implementation of a countrywide integrated rural infrastructure development program.  Services provided covered community planning and design, social infrastructure design (schools, hospitals, markets, community centres), vocational training of construction supervisor and artisan-builders and construction supervision.     1974-1978, Abidjan (Ivory Coast)

    At the Architectural and Urban Research Centre (CRAU) of the Abidjan University, architect in charge of the Rural Housing research program on adapting low-cost housing to the cultural and socio-economic conditions of the users.  Research on planning and design of rural communities and their infrastructure.  Co-author of a book on rural housing, published by the Official Editor of the Province of Quebec, Canada.  Bi-lateral cooperation of the QuŽbec Governement.
